SPECIAL TOWN MEETING
October 12, 2005

A special town meeting of the Town of East Windsor was held at the East Windsor Town Hall on Wednesday, October 12, 2005. First Selectman, Linda Roberts, called the meeting to order at 7:30 pm.

Motion was made by Elizabeth Burns and seconded by William Loos that Linda Roberts preside as Moderator.  Motion passed unanimously.

Elizabeth Burns as clerk pro tempore read the call to the meeting.

Linda Roberts read the statement of eligibility to vote.

Item #1
The following resolution was introduced and read by William Loos.

RESOLVED, that Linda Roberts, First Selectman, of the Town of East Windsor is
authorized to sign the agreement “PROJECT GRANT AGREEMENT BETWEEN THE
STATE OF CONNECTICUT AND THE TOWN OF EAST WINDSOR UNDER THE
LOCAL BRIDGE PROGRAM” for Wapping Road over Ketch Brook, Bridge No. 04501.

Motion was made by William Loos and seconded by Marie DeSousa that the resolution be adopted and it was unanimously approved.

The Following resolution was introduced and read by Marie DeSousa.

RESOLVED TO ADOPT AN ORDINANCE ENTITLED:

“AN ORDINANCE AUTHORIZING THE ASSIGNMENT OF TAX LIENS”

WHEREAS, Section 12-195h of the Connecticut General Statutes authorizes municipalities to assign tax liens, for consideration, to a third party; and

WHEREAS, the purchaser of a lien then has the same rights to enforce such lien as any private party holding a lien on real property;

NOW, THEREFORE, BE IT ORDAINED by the legislative body of the Town of East Windsor that:

The Town of East Windsor may, for consideration, assign tax liens to third parties on a case-by-case basis when both the Tax Collector and the Board of Selectmen have determined that the transaction is in the best interest of the Town and the following conditions exist:

The subject property is uninhabitable, abandoned or vacant;

At least ten (10) years of tax liens have been filed with no payment activity or success in reaching the owner of record; and

An interest is believed to exist in the purchase or rehabilitation of the property by a third party

Said ordinance shall become effective fifteen (15) days from publication thereof.

Motion was made by Marie DeSousa and seconded by William Loos to adopt the resolution and the resolution was unanimously approved.

With no further resolutions to be acted upon, Elizabeth Burns motioned to adjourn, seconded by William Loos.

Meeting adjourned at 7:45 p.m.
